Budget 2021 committed $57.3 billion for infrastructure over the four years to 2025. This year’s Budget includes a $6 billion one-off increase in operating expenses, earmarked for climate action and the Government’s health reform programme. With our infrastructure gap currently sitting at at least $210 billion, we invite you to join us at our post-Budget analysis breakfast event on 20 May as we discuss what the announced allocations mean for the infrastructure sector. 

We will be joined by Joey Shannon, Director Government and Infrastructure Advisory at KPMG, Brad Olsen, Principal Economist and Director at Infometrics and Michael Brook, Executive Director at HRL Morrison & Co Ltd. They will dissect the Government’s commitments and give their take on Budget 2022. This session will be facilitated by Tom Hunt, Banking and Finance Partner at Russell McVeagh. 

Presenter Details

Brad Olsen is a Principal Economist and Director at Infometrics and is one of New Zealand’s leading economic commentators. Brad’s passionate about using economics to make better informed decisions and can communicate complex and detailed trends in a simple, relatable, and useful manner. With extensive networks across New Zealand’s business, media, community, and social sectors, Brad often brings together a variety of views, data, and emerging trends to inform advice and analysis to key decision makers across New Zealand.


Brad’s a community leader and is New Zealand’s youngest Justice of the Peace. His work in the community has been recognised a number of times: he was named New Zealand’s Queen’s Young Leader in 2016, one of Asia New Zealand Foundation’s 25 to Watch in 2019, and Young Wellingtonian of the Year 2020. 

Michael Brook works from the Wellington office and takes a lead role in the origination, analysis and execution of Morrison & Co's private investment activity in New Zealand and Australia.  Michael has covered a range of sectors, developing a specialisation in healthcare and was a key member of the deal teams responsible for leading the Qscan and New Zealand radiology investments.  Prior to joining Morrison & Co Michael worked for a wealth management firm and in the Corporate Finance team at KPMG in Wellington.

Joey Shannon is a Director in KPMG’s Wellington’s Deal Advisory team, focusing on government and infrastructure. He has a broad advisory background with a specialty in operating at the intersection between public policy and commercial issues. Some of his previous roles have included Group Manager of Policy for Land Information New Zealand and Special Advisor, Covid-19 Response for the Department of the Prime Minister and Cabinet. He has been a background in public finance and has been involved in many Budget processes over the years.  Recently he advised the Ministry of Housing and Urban Development on the design and implementation of the Housing Acceleration Fund, a major Budget 2021 infrastructure initiatives and has been involved in development of several Budget 2022 initiatives announced yesterday. He holds degrees in mathematics and economics.
