Infrastructure New Zealand is pleased to invite you to a discussion on strengthening the resilience of New Zealand’s critical infrastructure system, hosted by Deloitte, on Tuesday 30 July from 7:30am - 9:30am at Deloitte Wellington. 

New Zealand’s critical infrastructure has always been vulnerable to natural hazards, but recent years have seen significant disruption from adverse weather events, the pandemic, and cyber and supply chain vulnerabilities. 

Last year, the Department of the Prime Minister and Cabinet (DPMC) consulted on regulatory change to strengthen critical infrastructure resilience. In this panel discussion, we will hear from representatives from DPMC, Deloitte Australia and asset owners as they discuss proposed critical infrastructure reform, international best practice, and the Australian reform experience.  

In the face of increased tension in the wider geopolitical environment, and the worsening effects of climate change, this conversation is not one to miss.

Presenter Details

Theo Psychogios - Partner, Deloitte Australia
Theo is a Partner in Deloitte Australia’s infrastructure practice, specialising in providing economic, policy and commercial advice. Theo leads Deloitte Australia’s critical infrastructure advisory capability nationally. Theo has a broad background in consulting and financial advisory services having been responsible for the management and development of feasibility studies and business cases, policy and strategy advice, project risk and management plans, investment decision briefs, financial and economic appraisals, and Gateway review processes. 


Ryan Walsh - Project Director, DPMC
Ryan Walsh is a Project Director within the National Security Group at the Department of the Prime Minister and Cabinet. In this role, he manages the team responsible for developing a new regulatory regime to enhance the resilience of New Zealand’s critical infrastructure system. He also has served as the Deputy Strategic Coordinator for Countering Foreign Interference, leading and coordinating a cross-government programme to enhance New Zealand’s economic security. Prior to working at DPMC, Ryan held roles at the New Zealand Treasury (where he led the design of reforms to the Overseas Investment Act) and Australia’s Commonwealth Treasury (where he focussed on measures to enhance financial sector resilience in the wake of the Global Financial Crisis).


Richard Simpson - Manager, Terminal, Campus & Infrastructure, Christchurch International Airport 
Richard Simpson leads the asset, facilities, and geospatial management of Christchurch International Airport’s Terminal, Campus & Infrastructure. Having previously held roles as General Manager of Customer Solutions at Citycare, and Commercial Manager at Christchurch City Council, Richard brings insights from managing diverse infrastructure portfolios and fostering strategic client / contractor partnerships to enhance the resilience of critical infrastructure.
