The Infrastructure Collective (TIC) Auckland is pleased to present From Delivery to Operations: Operational Readiness, Handover and Long-Term Asset Performance on Thursday 24 September 2026 from 5:30pm to 7:30pm, proudly sponsored by TSA Riley.
Drawing on lessons from the City Rail Link programme and other major infrastructure investments, this panel discussion will explore the critical transition from project delivery to long-term operations, examining operational readiness, handover, asset performance and the realisation of long-term project benefits.
Featuring Peter Cunningham (General Manager Project Handover, City Rail Link Ltd), Russell McMullan (General Manager Assurance & Integration, City Rail Link Ltd), Rebekka Jobson (Senior Advisor, Ministry for Cities, Environment, Regions and Transport), and Trevor Manners (Partner, Infrastructure & Capital Projects, Deloitte), the panel will share practical insights from the perspectives of delivery, assurance, sponsorship and asset stewardship.
Attendees will gain valuable lessons on how organisations can better prepare for operations, manage complex stakeholder interfaces, and maximise long-term value from infrastructure investment.
Peter leads the strategic transition of City Rail Link from construction into operational readiness, supporting the successful handover of assets, systems and responsibilities to operational stakeholders. He brings extensive experience across infrastructure procurement, asset management, major project delivery and organisational readiness.
Russell McMullan - General Manager Assurance & Integration, City Rail Link Ltd
Russell is responsible for systems assurance and integration across the City Rail Link programme, helping ensure New Zealand's largest transport infrastructure project performs as intended and is safe to operate. He serves on a number of programme leadership and governance forums, bringing extensive experience in assurance, integration and operational readiness for complex infrastructure projects.
Rebekka Jobson - Senior Advisor, Ministry for Cities, Environment, Regions and Transport
Rebekka Jobson is a Senior Advisor with the Ministry for Cities, Environment, Regions and Transport, where she supports governance, investment oversight and decision-making across major transport infrastructure programmes, including the City Rail Link. She brings valuable insight into the sponsor perspective of major infrastructure investments and long-term public value.
Trevor Manners - Partner, Infrastructure & Capital Projects, Deloitte
Trevor is a Partner in Deloitte's Infrastructure & Capital Projects practice and advises infrastructure owners, government agencies, and asset-intensive organisations across the asset lifecycle.
