WIN Wellington is delighted to host Women Steering the Future of Transport on Thursday 13 August from 5:00pm. 

This will be an insightful panel featuring New Zealand Transport Agency Waka Kotahi leaders Cate Quinn, Robyn Elston and Vanessa Browne.

Together, they will reflect on the experiences that have shaped their journeys, the role of leadership and support within New Zealand’s transport sector, and how infrastructure careers are evolving in response to future challenges and opportunities.

Presenter Details

Cate Quinn - National Manager Portfolio, NZ Transport Agency Waka Kotahi

Cate Quinn is the National Manager Portfolio and Standards at NZ Transport Agency Waka Kotahi. She leads the teams responsible for asset stewardship, standards, technical capability and portfolio performance across the state highway network, helping ensure investment and operational decisions deliver value for customers, communities and New Zealand's transport system.

A key focus for Cate is connecting strategy, asset information, standards, investment choices and delivery trade-offs, so decisions are clearer, more evidence-based and focused on long-term public value for customers, communities and the transport system.

Cate brings broad public sector and transport leadership experience across asset stewardship, operations, planning, governance, service design and organisational improvement. She is known for her practical, people-centred leadership style and her ability to turn complex system challenges into clearer choices and practical delivery outcomes.


Robyn Elston - National Manager Local Government, NZ Transport Agency Waka Kotahi

Robyn Elston is the National Manager Local Government at NZ Transport Agency Waka Kotahi, a role she began in March 2026 within Te Tūāpae | System Leadership. 

She leads NZTA’s work with local government across transport system improvements, integrated network planning, rail, freight, public transport, and local government asset maintenance and operations planning and investment advisory functions. 

A key focus for Robyn is strengthening how NZTA works with local government across all modes, creating clearer direction, stronger alignment, and a more consistent experience for councils and sector partners across Aotearoa New Zealand. 

Robyn brings significant transport and NZTA experience from her previous leadership roles, along with deep industry knowledge, strong sector relationships, and a practical, outcomes-focused leadership style.


Vanessa Browne - National Manager Strategy, NZ Transport Agency Waka Kotahi

Vanessa Browne is the National Manager Strategy at NZ Transport Agency Waka Kotahi. She leads the Strategy team, guiding the organisation’s strategic direction and positioning within the wider transport system.

Vanessa is focused on enabling great strategic choices by driving clarity on future direction, shaping system strategy, and supporting evidence-led decision making at the executive level. She works closely with ELT to navigate complexity, align priorities, and ensure that Te Ara ki Tua is translated into meaningful action across the business.
