Martin Locke
Martin is an infrastructure finance specialist with over 30 years of experience and has closed high profile PPPs in various sectors, such as the Lane Cove Tunnel (tollroad), Gold Coast Rapid Transit (light rail) and Royal North Shore Hospital Redevelopment (healthcare). He is a Former Partner of PwC having led the infrastructure advisory practice in Sydney for over 12 years. Before that he was an investment banker with the Deutsche Morgan Grenfell group with a focus on infrastructure project financing and worked in London, Sydney, Singapore and Johannesburg. He has established an independent private consultancy, Lidunian Partners, and has a portfolio of consulting and non-executive director roles. His clients have included Cushman & Wakefield, DIF, TransGrid, Infrastructure Australia, NSW Government, Sydney Metro, NIFF New Zealand and Housing Australia. He is an Adjunct Professor at the University of Sydney Business School (Institute of Transport and Logistic Studies) and University of Technology, Sydney. He runs infrastructure financing courses at UNSW, University of Sydney and UTS and delivers professional training seminars.
He was an Independent Member of the Evaluation Panel for Funding Round 1 of the Housing Australia Future Fund and is a member of Singapore Metro’s Advisory Board.
Ian Greer
Ian is a project finance specialist with over 38 years’ global experience working on many high-profile project financings. He was a Managing Director at Standard & Poor’s, where he led Standard & Poor’s infrastructure and project finance practice in Asia Pacific. In this role he was involved in PPP financings across Asia-Pacific, Canada, USA and UK. His New Zealand experience includes credit ratings of the major ports, airports and power generators.
Prior to this he was a project finance banker covering mining, oil & gas, power and roads. His experience covers the development of PPP/PFI and infrastructure finance across major global markets. In addition, Ian has also worked on utilities, airport and infrastructure concession financings and M&A across global debt markets. Ian's interest in project financing started with his role as Project Coordinator for a gold mining project in Ghana that was financed by the IFC.
Ian has been delivering project finance training programs for many years at locations including Sydney, Auckland, Tokyo, Singapore, Manilla, Hong Kong, Seoul, Kuala Lumpur, London and New York. He has lectured on finance for Melbourne University, Commonwealth Secretariat, Kaplan, and Bond University where he was an adjunct professor.
